Honestly, I like this. It's very cute. However, I will tell you what I don't like about it.
First of all, the line art. It looks a little... bumpy. Like at the bottom of the body near the right foot. The whole head line art seems bumpy. In fact, the top of the head seems to have a little gap. I would erase the bumps, and re-do the line art a little bit more, if you ever decide to re-make this.
Another thing is the originality. It doesn't really seem original. It's just an Oshawott with a very 'blank' pose and it's usual facial expression. Maybe looking at a few poses and facial expressions to choose from next time?
Now for the shading. The shading was my favorite thing about this drawing. All of it seems to be coming from the same direction, which is how shading works. Unlike a lot of people, you seemed to have made the shading look somewhat more realistic from the angle it's coming from. Although, the shading at the bottom of the body looks a little weird. Where you ended it seems to have a little square-ish point that looks unnatural. The shine on the nose bothered me, too. You didn't seem to have fully colored in the shine on the nose. I see a little gap where it had the original color.
Ahhhhh! Popokino! This... this is... this is fabulous! It's beautiful, really! It's adorable! You mastered Mijumaru's large clown nose rather well--you made it big, like it should be, but still adorable in every way! His eyes are too cute as well, and the was he has his arms behind his back is fabulous. I love how he's standing up on his toes--it really gives off this cute effect! His tails just sags down so cutely, and his mouth has a little bit of a smile on it, which is great! The lines are pretty straight, as well. This looks like it came directly out of the anime. The shading could use a bit of work, and I think it would have been nicer if there was a cute backround to go with this, maybe like a beach or bubbles? But otherwise, you still got a favorite out of me, and full five stars for Vision, Originality, Technique, and Impact. This is so beautfully done, it's just so... ah! Just so adorable!
